Sure! Depending on what op sys you use, you can add windows components to it in add remove programs! Select multilanguage support.

Not the way you want:
- you can always add language packs to be able to read multiple and technically dissimilar languages (such as one Romanic and one Oriental)
- modern Windows are too complex to allow the entire menu and title bars to change language after running; but older Windows are simple enough to swap the files and most modern Linux setup do take this change into consideration.

2- go to the control panel and chose the langages menu ( languages and relegions) and then if u have the french language choose it and press ok and the hole pc will change to french

Easy one.In XP go to Control panel then Regional and Language setting and change to what ever language you wish..

regional and language (globe icon)
change top address bar to French
bottom to French
click 3 rd tab (advanced)
change address bar to French
tick bottom box (apply all setting to the currant user account and to the default user profile)

yeap
when the computer starts press F2.(press it 3 to 4 times simultaneously). a setup screen appears .
now you can change the language.

Yes, it's possible. In windows you migth need another release and it might not be possible to change it automatically.
