No .. I would find it very disrespectful for him to continue to talk to her if it was a person he had a fling during your relationship.
However with that said, if this was a past relationship before you - then you need to trust him in his decision of friends.

How can you have an emotional kind of fling?, It's not my place to choose his friends, nor is it yours. I assume, he is old enough to make his own decisions, if you don't like it, let him go and move on, lets face if he's done it once he will do it again.

you cant stop him from talking to here. let him know that you arent comfortable with her talking to him so much if he cant respect that then there is a bigger problem...you need to work at the situation

You don't have any control over this situstion. He is obviously calling and talking to her, he is just playing you. Cut his butt loose and find someone that will be yours and yours alone.
