Children don't really have duties. (At least small ones anyway)
As far as rights go, they have the right to tell if they are being abused by an adult.
Other than that, children are not accountable until they reach a certain age. That's why it's our duty and rights as adults to bring them up and be their guidance.

Doing some chores. cleaning there room is a biggie. IF They Are Little: They could help sweep or any little jobs. IF They Are Older(say 14): then the dishes and cleaning the table down, vacuuming. there rites should be (if you have a computer) then 1 hour each (make sure you follow this rule) time to do assignments, 1 hour of tv oh and if 2 have assignments, then 2 hours each, right to be heard when spoken. there are some (most of these i follow, i'm 14). other things you could think of would be good. Oh and if they do a good job, make sure you reward them with money, tv time, computer time, all the things that make em happy.

Children have the same rights as adults, they just need more protection, depending on age of child, their duties should only include trying to keep their room tidy.

they have the right to an education. They have a voice in the family matters. They are to be raised and taught in a way they can make it on their own as an adult.
