In many cases, when parents try to 'help' their kids lose weight, they are trying to help themselves, to avoid the shame that an overweight kid generates in them.. In this case, we find kids suffering becasue of their parents' issues..
If this is not the case, let your daughter explore different physical activities, change the house's dietary habits, and ensure that she understands the health reasons behind the need to lose weight..

She is clearly eating the wrong foods. Kids have higher metabolisms that adults, so she should be healthy if not skinny. If she eats any of the following things, you need to wean her off of them.
1) Soda
2) Candy
3) chips
4) highly caloric foods like doughnuts, muffins, pizza, etc.
Start introducing her to healthful foods. This is the tricky part. It may take some work, but obviously it is worth it. If you think that she will hate "real" veggies like broccoli, salads, green beans, then start with things like celery and baby carrots with ***LITE**** ranch dressing. And then start making salads with every dinner. Slowly this way of eating will be fully integrated into her patterns and will come naturally. You have to help her get there though. She can't do it on her own.

go outside and play with her everyday get her active it will help you bond a bit better to start eating a bit healthier together don't change food straight away just decrease the amount at first and introduce 1 new food type per week do it slowly with out her noticing a great dramatic change that would only stress it
don't talk down about dieting or don't even mention it a little subtle change the best place to start

You should only let her put healthy food in her mouth, at her age this should not be difficult. Walk her to school etc, if this is possible that way she should get some exercise and limit her time in front of the tv. encourage her to take up some form of sport or dancing, or do something with her that you could both enjoy like roller blading or ice skating.

Go and visit your local gp so they can assess whether she is overweight for her age and suggest a healthy eating and excercise plan for your daughter they can also check that it is not something medical that is causing her to be overweight. Do not pressure her to lose weight it has to be fun and interesting otherwise she will just end up with an eating disorder.

Diets do not work. 99% of people gain the weight back. Here is how it works. No one teaches the animal what to eat and what not to eat. He knows instinctively what to eat. Humans also have the same instinct. The way it works is just eat whatever tastes good and that will be healthy for you and non-fattening. That is why a baby tastes everything. So again whatever tastes good, is good for you. This is why you will spit out spoiled milk.
But wait!!! Man has the technology to create rat poison. It tastes like healthy food (good taste) but kills the rat. So man has done that to you. Note- any food unaltered by man (uncooked) that tastes good, is good for you. So if you are stranded in the woods, that is how you know what to eat (cooking changes that). So man has created fake fruit. It tastes like fruit that exists in nature but it is terrrible for health, addictive and fattening called sweets.
So it is natural to like real sweets called fruit, like a baby does, but they have fooled you just like the rat. But they do not want to kill you. They want you to become obese so you will buy lots of their foods. This is called GOOD BUSINESS. I just dont think you have to be upset. What about you? are you also over weight ? Whats her height ?
Get control on her food intake. Avoid oily and junk food...... !!
Get her to do skipping and brisk walking.
Do you practise YOGA? Then you can tell her to do Yoga.
Its the best thing you can do.

How tall is she? Although that sounds like a high weight for a girl that age - that does't mean anything if she is tall for her age.

Make sure she doesn't have a metabolic disorder first. However, she should have been on a diet a long time ago. Still, it is not too late to get her where she needs to be. Find a way - fast.
