As the world progresses and new inventions, elemental forces and concepts are being discovered, who decides which Hindu god has authority over each new thing? And if new Gods are needed, who decides who/ what they are?

This is a serious question, i do not wish to cause any offence with any ignorance i have displayed.

Good Question..
First of all - You are confusing between Demigods(Devata) and Supreme Lord (Parameshwara)..
Other religion like Christianity and Islam don’t talk much about the Demigods or Servants of God who take up the different responsibilities for the management of the Universe.. These positions are given to living entity in higher planets also called as Heavens...
Now these Services are not done by one person ... These are like posts.. Just as in a Government we have Education ministry, Finance Ministry, Water ministry etc.. Now the scientist may arrogantly say that every thing happens by Chance, but it does not happens that way .. Neither in this planet earth nor in the whole Universe...

With the change in civilizations(what is termed as Vedic Literatures as "Yuga"), the life styles of People change so does their necessity, just as you have rightly mentioned..
The basic things are however the same.. You may think that these changes are occurring only now (Kaliyuga) but the Demigods have seen many such Kaliyugas.. It is mentioned that in Brahma's one Day, there are cycles of 1000 kaliyugas (or Degraded Ages)... You may think that Scientists are discovering new Things, but they are in actually only correcting their Past mistakes.. When they state the elements in the periodic table etc, they actually mean that these are the only elements know to them (though they sometimes write that these are the only one's available in the whole Creation)... But Demigods don’t depend on incapable Scientists for their Knowledge.. They get their knowledge directly from Supreme God and Higher Authorities..
So for simple things as the disturbances in Kaliyuga they already have incharge or Demigods.. You don’t know what is to come in the next 4 lac years of Kali Yuga but the Demigods Know.. That’s why they are Demigods :)

However the worship if Demigods is not recommended … In Bhagavad Gita one is advised to worship only the Supreme Lord Krishna or Vishnu and approach him directly instead of approaching his Servants… The Vedic Literatures gives all these answers and is the guiding principle for all …

Your question is a good one, but it cannot be definitely answered since there is no definite authority in what is referred to as "Hinduism."
During Victorian times, when Britain dominated India, the idea of monotheism in India has been promulgated, with all the deity "forms" as only variant views of the divine. This in a sense answers your question, if you think about it.
At the village level, the understanding is quite different and no one is worrying about the incorrectness of polytheism, just practising religion.
There are prophecies of coming major incarnations (Kalki on a white horse - do a search) and there is a strong belief that in all places at all times where it is necessary, there will be an incarnation. This concept is stated in Bhagavat Gita.
Often great teachers are raised to deified standard.
There is much arguing between different branches and sects, but in general one accepts one's teacher's insights.

As every body will agree that the Gos is one. Those who are praying the God, have they practically seen the God and praying. No body knows what is the shape, size, color, personality of a God.
Hindus mainly the older days says that, if you are praying the god not knowing either he is there or not or not knowing the shape size etc you may not get the concentration. So certainly when you treat a stone or one idol as a god, tell the god that you are praying the god by traeting that stone or some thing as god as you donot know him Then check it up your concentration grows. Different people in different states in India prays different idols.

There is only 1 GOD !God has no authority over anything for the time being. Its man and especially men in power ,with money who have control over the world. So stop worrying abt the existence of God and start cultivating good values like Love,compassion,respect,humbleness and friendship which will let u have control of your life and give up peace in u!

As mentioned already , there no "Gods" -- in plural -- in the Vedic Religion , only various Deities ( Moorthis ) in order to aid the common man to visualise the Supreme Being in all His glory .
As for the particular Deity you need for a specific task , you only need to consult a qualified priest , who will be able to tell you ( as you merely imply vaguely in your question )

You could say the same thing about new age paganism. Who do you pray to for good parking? Doing Taxes? Computer problems? Which diety best personifies fossil fuels and automobiles?

Don't be an ignorant fool. Hinduism is a monotheistic religion. It has only One God. What you are seeing and hearing from them is a different manifestations of the One God. Read the Bhagavad Gita.
