Probably because any politician who implements a draft would face an enormous backlash and they don't want to be voted out of office.

Drafts should be reserved for when the country is in actual danger. But then again, so should war.
Though in Finland that's kind of a moot point since most of the male population is in the Reserve here (I'll be out of the reserve when I turn 65), so we have everyone able in the military already.
And even the people who didn't go to the National Service, will be called up to eventual war- if it happens (only as human minesweepers, of course).

The military is achieving their recruiting goals. The military is exceeding their retention goals.
There is no military need to re-institute the draft.
There is no support in Congress to re-institute the draft. US Representative.Charlie Rangel has introduced legislation to re-institute the draft knowing that said legislation would never reach the floor of the House of Representatives for a vote. When the House Republican leadership actually brought this legislation to the floor for a vote, Charlie Rangel actually voted against his bill. It went down to defeat 400-3 with 32 abstentions.
There is no support among the American people to re-institute the draft.
However, since you appear to be so concerned, why don't you enlist?

There is already a draft proposal, submitted to congress in February of this year.
The Universal National Service Act of 2006 .
Some interesting parts out of it...
"Obligation for Service - It is the obligation of every citizen of the United States, and every other person residing in the United States, who is between the ages of 18 and 42 to perform a period of national service as prescribed in this Act unless exempted under the provisions of this Act."
"SEC. 3. TWO-YEAR PERIOD OF NATIONAL SERVICE .
(a) General Rule- Except as otherwise provided in this section, the period of national service performed by a person under this Act shall be two years.
(b) Grounds for Extension- At the discretion of the President, the period of military service for a member of the uniformed services under this Act may be extended--"
Just some points being put out.
You can go to the website below and look up universal national service, or use the bill search function and look up H. R. 4752
Think about this, If your 18, in good health, boy or girl...You can get drafted with this.

Because Canada is not set up to handle the sudden influx of cowards fleeing north in the event of a draft. Much like during the Vietnam era. They talk big at home but when its time to perform, they're nowhere around.

The "War in Iraq" is not a real war. We have not declared war on that country and therefore no draft can be instated. Until the Senate actually says we are at war with a specific country they cannot legally draft people.

Before they start a draft, they're going to make the already active duty member's stay in longer, and they'll use the reserves. I don't know how long after someone retires from the Military, but I know they can even activate them after retirement. My husband is retiring from the Military in a few years, and he told me that could be a possibility.

the question that needs to be asked is... why are we force reshaping and downsizing the military, they are not having a hard time recruting now. They have taken away enlistment and re-enlistment bonuses, to try to keep people from joining some services. I guess the awnser is, although sad, that the military doesn't care where they get the people (reserve, active) if they gather more people they pay more people!
