If the report is regarding you, you probably don't need a court subpoena, advise the clerk at that P.D. that you need a copy of your report and if you are refused said copy, ask for a supervisor, and request the name of the Detective Handling your investigation....if all else fails, make an appointment with the police chief, that always seems to get the ball rolling at my department..as far as restitution goes, it is seldom ordered through criminal court, however it can still be requested

It is a matter of public record. If the clerk refused to give (or allow you to purchase) the copy, call an attorney.
I am assuming that you are talking about the records clerk at the local police dept that took the original report.
You can also talk to the investigator that is working your case, he may be able to help

Go back down to the police station and tell them you want a copy of the police report, if you get the same person again that tells you the same thing then ask to speak to their supervisor. It is your right to have a copy of the report. Most likely the person you talked to was just being lazy and didn't want to do their job.
