I grew up on a gravel road and we would have our section of the road "oiled" every summer. Not sure what they used (it did look like oil though). Call the county and someone should be able to help you.

You need to spread Calcium Chloride on the road to reduce the dust. Cost is minimal. See links below.

have them oil the road call the county or city or state who ever takes care of your road and ask them to oil the road you mite have to pay for it but if there are alot of people living on your road ask them to pitch in and get the road chip & sealed
