you might just have a pet that is not pet-table. if you know what i mean....

I think that some animals just have a different demeanor that they are not wanting attention or to be held. You can continue to try, by getting it used to you.

I have two hamsters. I try to pet mine often, pick them up and hold them. I also interact with them by handing them their food, when I give them fruit or veggies.
