For the same reason that he created ebola, HIV, and that little fish in the Amazon that swims into a man's penis and lodges itself in there with spikes while it feeds on his flesh.
Because he wants us to suffer.
This is known as the theory of "Malicious Design", by the way: there's an intelligent, omnipotent creator, and he made life and made it miserable.
I'm not joking about that fish, either:

allah create diseases bec he do what he want but if we see the aim we may say ..to learn humans that they r not the strongest,,to make ppl work(doctors to find acure) ,,,to test ppl if they accept what he do or reject
