"Can" and "Should" are two completely different questions. Can they? Yes, I suppose so. Should they? I'd consult a doctor first.

Honestly from my experience with people that have a class A licence for that, yeah, you could. I worked on a road department and some of those guys were crazy as hell. Most were normal, but enough were crazy that I hardly believe there is a test for it. They were always running off the road, one guy even fliped a dump truck he was driving on a straight, level road. That guy had some serious muscle twitches that kicked in at random, so thats probabaly how he did that. So yeah, I bet someone with bipolar disorder could do it too.

As long as your medications don't impair your driving ability, a person with Bipolar disorder should be able to do anything that a "normal" person does. Class A license, no prob. Pilot's license, I doubt it... If you are prone to hypomania, it might be to your benefit (long hours, little sleep...)!
