The best man and maid/matron of honor traditionaly give the toasts. Parents usually say a few short words, but the bride and groom almost never do.
As long as he is toasting to friends and family then it's fine. He shouldn't toast to himself, or the wedding itself. If he wants to say something to the bride, keep it short and sweet. People already know that he loves her (he just married her didn't he?)

I was married once - we had a very traditional wedding - only the best man gave a toast. The bride and groom get to coast and have fun that day...not be worried about making a toast.
I do think the groom could make a toast if he wishes to - preferably to his new bride.

I have heard of the groom giving a toast at weddings(usually towards the bride) but traditionally it's the best man who gives a toast.

Seeing as its casual, sure he can. If he wants. After all it is casual and the Bridal couple have enough stress on them as it is. However, turn about is fair play, lol, and he's not the only one starting a new life!
