put some mouse or pomade in your hair to hold your curls. then take a large curling iron and curl two inch sections of your hair. curl the iron up just up to your ear, hold for about 30 seconds (less time if your hair is fine, more time if your hair is coarse), then release. after you're all done, spritz some hair spray on, finger comb, and you're ready to go!

I've been wondering the same thing, lol.
Normally, I'd cut out a picture of a style that I like and just head down to the nearest salon for the stylist to work their "magic". Leave it best to the professionals.
I guess you could achieve it with a set of hair rollers (the ones that come heated automatically), hair mousse and bobby pins. A curling iron does the trick too.

First blow out your hair.. iron it if you have it too frizzy, then use a big curling iron... grab big sections of hair and curl them around the iron...wait 45 sec in each section... run your finger through your hair and youre done
