"BY NATURALIZATION: Ukrainian citizenship may be acquired upon fulfillment of the following conditions: Person does not possess any foreign citizenship, has resided in Ukraine for at least five years, is able to function in the Ukrainian language, and is knowledgeable of the Ukrainian Constitution."

I don't know how and if you can become a citizen, but a Dutch friend of mine went to stay there with his Ukranian girlfriend about 3 years ago ... he's still there, and loves it .... so presume it can't be that difficult if he's still there ...

Since you don't need a visa to even go there these days (from USA, UK and Japan), I would assume that their attitude would be good. Better check with their Consulate though.
