I have a 2 yr old male shepherd, and just adopted a 9 month old male shepherd. My 2 year old doesn't want to be friendly with the new one. What can I do? Getting rid of them is not an option, neither is keeping them separated.

Sorry,you're going to have to seperate them.But not for long.Your 2yr.old feels his territory is threatened by the pup.
When you first brought the new one in they should have been introduced while on leash.Allowing each to smell and greet the other and at the first sign of aggression on the older dogs part the pup should have been put into another room where he could be allowed to roam and get used to his new surroundings in peace.
A little later he should have been brought out to again greet the older dog while both are on leash.You have to make a big fuss over both dogs petting them at the same time to show the older one he's not being replaced.Play with both dogs not one or the other.And toys should be bought in 2's so there's no competion for any one thing.Treats should be given at the same time.When the pup is closed safely in another room give the other some extra attention.
Let the 2yr.old sit on the couch next to you while the pup is on the floor.Make sure he's the first one out the door or into the car.Always leash him first.Put his food and water dishes down first and groom him first.And make it clear to the pup that he's only to eat from his bowl.In a couple of days they'll be fine together but you'll still have the occasional skirmish.It won't take long for the pup to show the older dog the respect he deserves but you have to make it clear that you're the boss to BOTH dogs.Keep them in seperate rooms while you're gone and by the end of the week you should'nt have any more worry's about leaving them together.

Crate them for gosh sakes! Give each his own space so they can get away from one another! The best bet is to build two separate kennels in your yard for them!
I have two intact males - GSDs of German Lines - they are working dogs - and they get along. I have made it very clear to them that I will not tolerate them fighting. My husband is the alpha period. They are wonderful pets/companion for my toddler/working partners for me/guard dogs. It takes time and patience.
I would make sure and keep both dogs socialized with other people and dogs. Right now, spend more time with the older dog so he will not become too jealous. Honestly, if you cannot spend huge amounts of time keeping the dogs busy, I would neuter them both. GSDs were bred to be working dogs. If you do not keep them active, they find ways to get into trouble. By keeping your boys active, they should not fight - much.

I hope they are neutered. If not, you are forever going to be waiting for trouble.
I have Newfies, a very calm and docile breed, but 2 intact males DO NOT get along well. They get along most of the time because we do not tolerate fighting, but they CAN NEVER BE LEFT ALONE TOGETHER!!!!!!!!!!
Keeping 2 males together is never a bunch of fun.

well if you just got the puppy give the older one some time and in about 2 to 3 months they will be best friends...just watch them and keep dont let the pup in your other males face...we did the same with our greatdanes...now there the bestest friends

neuter and take them for Obedience lessons so they have something to keep their minds stimulated so they wont focus on each other
