because you have trained them this way, like counting to three to get a child to obey, you are really training them NOT to move towards obedience until you get to three or five or whatever you count to .
Your children need to learn that true obedience that shows respect is willing, immediate and cheerful - anything less merits immediate disciplinary or corrective measures. If you don't do something the first time they disobey they wont take you seriously and eventually it will be more than 3 or 4 times and soon after that they just wont do it at all unless you nip it in the bud now! Immediate and consistant discipline when they don't obey the FIRST time- this will cure that problem fast!
A book I highly reccomend : To Train Up a Child by Michael and Debi Pearl- oyu can read a lot of really good articles on child rearing on their website nogreaterjoy.org
It is Christian based which I completely believe but a lot of really good , practical, advice can be gleaned from their writings.

After the first request, kids tune out their parents. If you are too lenient, then they will take advantage of the situation.
Set up some consequences so that next time you ask them to do something and they don't respond, you should take away the phone, TV or computer time. After a few missteps, you will only have to ask once.

next time you ask them twice and they dont do it... take away some thing - either a privalige or a toy/game
they wait until the 3 or 4 time becasue you havent been firmer after try #2...
sometimes you should get tough after asking 1 time if you know they heard you and are just being lazy

They are kids... are you saying successively or 3-4 times throughout the day? If I were you, I'd say do it within whatever time frame, or (consequence) happens. And stick to it. It will be hard for awhile but I bet it will get them to do it the first time.
