most birds are very very shy when you take them home. if you want birds that sing a lot, consider getting a second bird. they will talk more, when you let them out, they'll fly more, though they will be harder to train.
talk to the bird, let him out, play some music, take him into the TV room.
they sing the most in the morning and in the evening, so that is when you can play music.

Is he young or old? If he is an older avairy bird it will take him longer to get use to living alone in a small cage now.
Is he acting normally in all other cases, as in he isn't sititng fluffed up all day (most of the day) to check this you need to view him from some distance they stand back up normally when you get close. Is he sleeping most of the day? No discharge from the nares, look for wet/stained feathers above the beak. If you notice any of these take him to the vet becuase these are signs of sickness.
Try a raido with the t.v on as well and talk to him or another person, the more noise the safer they feel. It doesn't have to be loud noise but constant.
and also are you sure you have a him? It's the males that will sitting and sing/mutter to themselves for a long time, females when alone are more likly to sit quietly and one call out loudly to outside birds.

Be patient! I heard a story.. this might help you out..
A guy who came into my office one day (i'm a vet assistant) had bought a canary for his wife. the problem was, it "was the only canary in the world that doesn't sing." He gave the bird away to someone else. A few weeks later, the person he gave the bird to told him that the bird is singing now, and beautifully... it practically won't shut up. Basically, the guy who gave the canary away was quite disappointed.
Try playing some music for it - i have a parrot and he sings all the time when the music is on.

If it is a parakeet-they don t generally sing-canaries do. My first one was very guiet and still is with me. He was 6 months old and not hand fed but when the guy at the store reached into get him he stayed on his hand without a problem and even though I kept him with me for 3 months and interaction most of the day he still was quiet and didn t say much. He s beautiful and peaceful and loves for me to talk to him in a low soft voice. And when I take him in the car doesn t get riled up. The other one that I got later was a baby and handfed and although payed more attention to me-he was much more active both vocally and physically it gets really hyper in the car. I put it off to mostly personality and they are so different but both great. The funny thing is -the usually quiet one with me is more verbal with the baby bird-but it usually sounds like it is responding to it with irratation because I think the baby hand-fed one talks too much to the older one and the older one responds to it when it does so.

Parakeets are very interested in their surroundings, in terms of music, the radio, TV, etc. Try playing different kinds of music to see what kind of reaction you get.
If he's hand raised maybe he needs to be closer to you, and misses the human contact. What I've done for years with new parakeets is to take their cage into the bathroom, where there isn't much room to fly, and then let them get used to me. Move slowly, don't spook your pet, talk to him all the time. It shouldn't take too long before he's sitting on your finger, and from there it's an easy jump to have him on your shoulder. Then you can sing to him, and he just might sing back.

Give him vitamins in his water in case he needs an extra boost of certain chemicals and vitamins. If all of these things don't help, add some toys to the cage and play with him daily. Offer fruits and vegetables for their nutritional value slightly cooked, just enough to make them soft. I don't know much about a parakeet but I do have a couple of larger birds. I just take them out of the cage a lot and play with them. I talk to them a lot aswell. Just be a freind. You have to make friends first so the little guy feels at home.

if he was hand reared he was very close to the person who hand reared hm he was like his mommy give him time to get used to you start by just sitting near his cage and talking to him softly and gently it will take a few days try offering him fruit but dont force him
