My upstairs neighbors are hanging out out side on the balcony like all night every night. Whether I'm coming or going they are there. I never see them in the day.

Did any one not see the OUTSIDE part. Like just leaning on the railing or sitting on lawn chairs all night every night?

It's funny the question I answered a few minutes ago was wondering if it was normal for their neighbors down stairs to be so nosy :)
Wait...maybe they are ghouls, you know, "Ghouls just want to have fun!" Are they headless...cause I had neighbors like that one time...so inconsiderate, oh don't get me started on the headless ghouls again..I'll be here all night

It might be normal for them, because they obviously don't work!
If it's bothering you, there really is only one answer...
You need to play loud music and disrupt them all through the day, when they're obviously trying to catch up on their sleep and gain energy for the fun-filled night ahead.
Hopefully they'll get really annoyed at being kept awake, and then realise what they must be putting all of their other neighbours through! GOOD LUCK!!!!!!
