I stay in Lucknow and have given th eoriginal electricity bill of last month to a friend for a phone connection.she told me lie that the sim is lost but thats still in use.now she told me that she has lost the bill.how can she misuse it and how can I prevent that?

the connection is a govt. one not the private companies

As soon as possible, call the electric company and explain everything truthfully to them.
Do what has to be done when they tell you what to do.
Be careful of your selection of "friends" in the future!

not much that can be done with your bill. it shouldn't do anything other than list your name and address. when calling a company like that they can't ask for the tax payer id or anything, so there is little that she, or anyone can get. if you are worried about identity theft call your equvalant of Social security as well as any major credit reporting agencies. (i work for a US bank) if i were you, i would be a little choosier in loaning things like that out.

i dont think u need to worry. it is not the original bill alone that is used for a new sim card. the person has to make an application and sign that. it is not necessary for you to give a public advertisement. please warn your friend that any misuse would be on his/her account. moral of hte story dont trust.
