It is highly illegal to make false claims when filing for status adjustments. (immigration term for obtaining a residency visa)
You will be committing a federal felony in the process. In today's environment, you will certainly be prosecuted and be imposed of heavy fine and probably a jail time.
You should know, any applicants will have to go through a background check by FBI, and be interviewed separately to verify your marriage is genuine.
It will be a big mistake for you to do what you just asked.
By the way, your boss has just solicited for an illegal activity. He already has committed a crime.

Not only is it illegal and a federal crime (watch the movie "Green Card" with Andie McDowell, and Gerard Depardieu), but in today's post 9/11 world it is extremely dangerous, especially considering that this man is from Morocco.
Now it's NOT that I am prejudiced or racist in any way. M parents are first-generation immigrants, and I have other relatives and friends who have married non-Americans.
But like someone else said, the fact that your boss is NOT able to get a visa for his brother - even for a "tourist visa" means that for whatever reason, the federal government and the immigration authorities feel that he is too big of a security risk to even allow him to enter the country.
It's good that you haven't done this, and you SHOULD NOT!
I mean think how you would feel if you helped smuggle this guy into the country through a fake marriage, and then he participated in or committed a heinous terrorist act like 9/11??
Like someone else mentioned, your boss has committed a crime by asking you to marry his brother under these circumstances. It's called "solicitation and conspiracy to commit a felony".
What you need to do is IMMEDIATELY pick up the phone and call the FBI, Homeland Security, and Immigration authorities and report your boss, before he finds someone unscrupulous enough to take the money in exchange for smuggling his brother into the country by marriage.
Report this guy (and his brother) so that they can be stopped BEFORE they can wreak havoc and tragedy on this nation like 9/11 :

I don't have the answer to your question. But I think if you consider this whole proposition rationally and practically (Aren't they the same?) you will probably ahead by giving a pass to this offer. You may end up paying more than $3000 in professional assistance to extricate yourself from a legal matter that you, or anyone here on Yahoo, doesn't know about....but the INS (now called ICE) knows about. I wouldn't go into it blinded by the money offer, that's for sure. I'd not only be thinking of the seemingly simple task of bringing this other person to America, but what "other" obligations could be on 'you' since a marriage originates from a contractual agreement, and one would have to wonder how an 'entry' form is filled out in order to gain entry to the U.S. and whether anyone has to put misleading or false information to further advance the 'simple' goal of what your boss describes. And there you are smack dab in the middle of it all.

Take the $3,000. Go to Morocco and get the brother but take him to Mexico. Point him north and leave. By the time he gets back to your boss he will have received so much help from our government and others that your boss will give you a bonus.

No, you can't. If you're caught in the act, you can face stiff penalties and possible incarceration. Your boss should be reported to the authorities - the Immigration Department would be a good place to start.

That is called immigration fraud and it is more complicated than you know. You will have to live with this guy for over 3 years and go to interview after interview during the stages of him getting his card. You will have to have bank accounts together and have a residence together.

first it don't work like that anylonger, just getting married does not give them a green card.
Next a fake marriage to only help in citizenship is illegal
