Your birds are doing the natural thing for them. They are squawking to get your attention. Try this, when they start squawking leave the room and do not go back in until they stop squawking. Then make sure you reward them for their good behavior. Continue to do this until they get the idea that if they squawk then they will lose you companionship. It shouldn't take too Long to get this behavior stopped. There are some really good programs on the web that will help you train your birds you might want to check a few of them out. The one I have listed as a source has a specific training program to get your birds to stop squawking. You did not say what kind of birds you had, but there are times when most birds will do that naturally. Early morning and late afternoon they send out the calls for their flock mates so they can nest for the night. Try to remember that since you are with them a lot then you are part of their flock and that is when they will want you around them the most. As they get ready to settle in for the night . When the sun goes down most birds will settle and not be quite as vocal. By the way a stuffed cat is not a good idea that is a natural enemy of the bird and they would automatically send out a warning squawk to let the rest of the flock know that there was danger!

first off why would you hang a stuffed cat by a birds cage that would make it even more "talkative". I have heard that if you drap a dark towel or blanket over there cage (loosly of course) they will shut up and go to sleep. Hope it helps!

what kind of bird do you have some birds like conures are wel known for being loud and never shut up i have a quaker sun conure and patagonian conure and they all are talkers they never shut up but any true bird lover will tell you that there sqwaking is enjoyable, my first bird was a green quaker and he never would shut up i thought it got on my nerves but one day he figured out how to get out of his cage and got on the sugar glider cage and it bit one of his toes off. i took him to a vet and got fixed but he didnt make any sound at all for 2 weeks and then he finally started screaming again an i couldnt have been happier to hear it. but enough of that covering will help but keeping covered up can cause "depression" and if you feed your bird table scraps this can cause him to scream every time he sees you wanting you to give it something to eat. taking out of the cage alot will help more than anything.

Try putting an old blanket over the cage to make it dark inside. They should think its night time and quiet down.

I normally just go get my conure and put him on my sholder and he is just as happy as can be. Your bird is just wanting you to play with it. Give it something to do. I do wonder what type of a bird you have? I have a tiel which gets loud at times but no where near as loud as the sun conure. I go get one I end up with both.

try covering them up, at night or in the day.
dont pt something near them that will scare them, that makes them angry.
get them out if they wont stop screaming, play with them.. and put them back, and reward them of they are quiet.
if that doesent help try removing al light form the room.
or just talk to them
