Running. Lots and lots of running. Everyday.
Not kidding.
I used to do track every year. I was a sprinter, specializing in the 100 and 200 meter races. I did, and still do, have pretty "tight" thighs.
But you have to understand, it's not just a matter of a single exercise when you want every so often.
You have to get out there and run or jog or bike. You have to do toning exercises. You have to make sure that you work your entire body, strengthening your core muscles, and everything else.
I recommend running at least 3 miles each day. Start working on it. If running isn't your thing, try jogging or biking. Treadmills and stationary bikes are awesome for the fall and winter (if you live in a snowy climate like mine). Go to Shape.com or check out fitness magazines for exercises specifically meant to work your leg muscles. Remember, these have to be used in combo with cardio. Otherwise you won't get the results you want.
Also, you might want to be careful about not bulking up too much. Too much exercise, i.e. a lot of reps with a lot of weight, will give you the kind of muscles guys want: BIG ones.
Pilates and other exercises like yoga are designed for long, lean muscle.

To make it less flappy you'll need to reduce the amount of fat on it which means diet and cardio exercise (running is good). To firm your thighs and make them more shapely do squats. All you need are some free weights and you can do it in your home. Works really well.

exercise and try do 100 sit ups and 50 push up and run for like 30 minutes a day or u dont haveta run everyday juss maybe 3 times a week

jog or try something fun like yoga, dancing or aerobics im 15 and i stay fit by dancing and cheerleading also a planned workout routine everyday for an hour
