Can I grow tea plants in my garden? And what herbs can I make tea with?

Not sure about the tea plants but there are many herbs you can use to make tea. Chamomile, Valerian, Mint and Lemon Balm just to name a few. Many are good for different ailments.
Example: Chamomile is good to relax you.

Although Camellia sinensis can grow along the eastern coast of the United States where it is typically grown as an ornamental plant and for personal use, and other areas like Hawaii, currently the US only has one commercial tea plantation, in Charleston South Carolina, and a collective of roughly 40 small growers in Hawaii [1].

As of 2006, both South Carolina and Hawaii Teas are available through mail order and online purchases.
South Carolina
Commercial tea cultivation in the United States has been attempted since 1744 when the Trust Garden in Savannah was sent Tea Seeds. The first recorded successful cultivation of the tea plant in the United States is recorded as growing on Skidaway Island near Savannah in 1772. In 1848, Junius Smith succeeded in growing tea commercially in Greenville, South Carolina, until his death in 1853. Dr. Alexis Forster oversaw the next short-lived attempt in Georgetown, South Carolina, from 1874 until his death in 1879. In 1863, the New York Times reported the discovery of tea plants growing natively in Western Maryland and Pennsylvania [2].

The New York Times report of natively growing tea plants sparked an interest in cultivating the plants commercially. The US Government planted an experimental farm outside Summerville, South Carolina. They ran the program from 1884 until 1888. They concluded that South Carolina climate was too unstable to sustain the tea crop. The Department of Agriculture issued a report in 1897 that "estimates the minimum cost about eight times as much to pick one pound of tea in South Carolina as that paid for the same service in Asia."

There are all sorts of mint that you can grow in your garden - restrict them, though, as they DO spread quite a bit.

Also, lemon balm makes a nice tea.

Their is a new tea out with real dried fruit mixed in. I think its by Lipton. Look for the yellow box, smaller box size for it. Costs about $4.68 a box.

use tea leafs in loose tea bags or ask the tea shop person

yup. maybe not herbs but fruit extract like lemon, apple, orange... you can add pandan leaves for aroma.
