Who can prohibit ? Except for the Muslim countries, I think there is no prohibition.

There are 4 regulative Principles that are to be strictly followed..
They are called Pillars of Sinful Activities..
The 4 things one must give up are
1) meat Eating
2) intoxication
3) illicit sex
4) Gambling

Of course some new fashioned hindu may say to you that you can do anything...
But Vedic Scriptures do not say so

restriction on meat eating? Only Brahmins avoid meat and some Vaish communities.
It was more of the jainist and buddhist thing.
