Outlook Express is a nice client based application and is simple to use although it offers many other tools that web based email does not. Depends on what your priorities are and/or will be.
If you simply click onto the help section, it will walk you through setup. You'll need to acquire incoming and outgoing mail protocol from your Internet Service Provider.

You'll need your email, username, password, and mail servers. Go to outlook express, and if the wizard doesn't appear, go to tools->options->new->mail. Follow the prompts and fill in the information. If this is from your ISP, you might give them a call, they may help you set up Outlook Express.

You need to configure it to work with your current email client. If you are using hotmail it will usually have an option to configure itself. If you have Gmail then they have a utility you can download to do it for you. If you use any other email client good luck.
Honestly, Outlook Express blows. You are much better off just getting your email on the web.

outlook express already comes with the operating systems all u have to do is configurate the connection of email u are going to access.
