A short story or chapter in a novel gets quotation marks. A novel gets underlined, or italicized (if you are typing it).

According to the MLA (Modern Language Association suggestions, the title of the work should be italicized.
Bibliography:
Novel: Author. Date of publication. Title (italicized). City: Publisher.
Short story: Author. Date of publication. "Title of short-story". Title of the book (italicized). City: Publisher.
Poem: Author. Date of publication. "Title of the poem". Title of the book (italicized). City: Publisher.

Best advice I ever got regarding that... If you can buy it, underline it. You can buy a book, but you can't buy an article. You can buy a CD, but you can't buy a specific song. Quotes are for whatever you cannot buy.
