Yes you can download WinZip of similar program that you can use to unzip such files. WinZip is not freeware and has to be paid for after a trial period. There may be a freeware similar program if you search the web.
Once you have one installed, you double-click on your file's name and the Zip program will automatically activate and ask you what you wish to do ... You can then unzip the file into a temporary folder from which you can then re-allocate the resultant contents to a folder of your choice (this is advisable in case the zip file is corrupt in any way).

Actually, if you're using Windows XP it should automatically be able to extract files from a zip archive. It will commonly display the file as a type of folder which you can enter just like any other folder on your PC. However, I personally prefer to use Winzip for .zip archives and Winrar for .rar archives. Both are available free online and they are much more robust than Microsoft's solution.

Generally you right click it and choose Extract Files. If that is not an option then check the extension. Winrar is free and it can unzip almost any compressed file. You can get it at rarlab.com
