So many many answers to this question!
Personally, when I stare at a guy.. I'm thinking about how cute/hot/handsome/fine/good-looking he is.
If the girl doesn't really know you, she's thinking how hot you are, if she's willing to go over to where you are and introduce herself. Yahh knoww, hollaaaa for a dollaa! LOL. jk.
If the girl does know you, then that's her way of showing she might have a thing for you but doesn't know how to come out and tell you.
If she's your girlfriend and she's staring, she's thinking about how grateful she is to have you in her life.
Sorry, hopeless romantic here. LOL.
If she just looks at you for no apparent reason, you probably have something wrong with your appearance..

Yeah,they think you're really attractive (usually/most common). But if I stare at a guy and make a disgusted face, I usually think he's being really really stupid like making a fool out of himself because he thinks he's so cool...but not because he's ugly, that's just evil.
