If you don't mind spending a little money I'd suggest Photoshop CS2. I think you can download Photoshop Elements for free from http://www.adobe.com/downloads/ , but I could be wrong I've already got CS2 so I've never looked into Elements. Photoshop is top of the line and it's great for making graphics, moding pictures and stuff like that. Also it's a widley used program so it's easy to port it. You could also try Paintshop Pro, I've never tried it but I've heard that it's a pretty good program.

Oh, and I once download an image editing program called Gimp. I can't remember where I got it from but it worked pretty well and it was free.

The best is actual pics of T-shirts but any photo edit program that has the clone feature will let you put on images of your choice. The problem there is size, orientation etc. that makes them look like doctored up pics.

of course not no need to purchase anything expensive all u need is a simple program u dont to have it at a super resolution u could take as an example other t-shrits sites and u could see diferent types of ways they have them.
