It mean she doesn't have a temperture. She could have a cold or seasonal allergies. She could be growing and/or getting her 2 year molars early.

The temp is very normal but she could be coming down with a cold...Stuffy or running nose, coughing, acting a lil cranky, or sleeping alot would be signs that a cold is coming on...Just remember that she doesnt have to run a temp in order to be sick so you could be right....Dont panic about her temp unless it reaches passed 102 or more, Doctors will tell you 105 now since they changed thier policies but I start getting very worried around 102 myself...
Now if she is being fussy and pulling at her ear then she mostly likely has an ear infection....
If she shows signs of having a cold but is drooling a great deal then she is teething... But you can always start her on cold meds now just in case she is starting to catch a cold.... take care hun and remember we are here for ya...

That's is a normal temp. Rule of thumb rectal subtract one degree, armpit add 1 degree. She may not feel well, that happens. Might be teething. Keep an eye out for other symptoms, including: fever, rash, cough, vomiting, diarrhea, congestion, crying, etc. She is probably fine.

98 degrees rectal is normal (a bit on the low side). What other symptoms is she having?

Well she doesn't have a fever, if she "acts" sick see a Doctor. Kids that age get ear infections and have other problems that we can't detect.

It means she has no temperature. She could be fussy because she is tired, hungry or cutting more teeth.
