Well, it would be nice to know where you live first of all. Your community college should offer at least a few basic photography classes, if it doesn't that's a pretty crappy school. If you feel that you really need to go to college for photography (I'm self taught and have always admired people who are self taught at any trade) then I would suggest looking for correspondence courses.

PCDI, that school that advertises on TV where you can get your high school diploma or liscenses in the profession of your choice, does offer a photography course though they don't list it on the commercial. It's a good start to understanding the basics of photography, composition, and film developing. It's pretty cheap compared to how much you would spend attending an actual college, but for the same cost you could get a bunch of books at a book store and learn from those.

There are also online courses you can take as well through betterphoto.com. I'm sure there are other sites, but I know that one is legitimate.

It also depends on the type of photography you're interested in. The best school I can recommend that deals strictly in photography is The Ohio Institute of Photography and Technology. A girl I went to high school with went to that school and says she really learned a lot. From what I understand they cover all fields of photography, from portraiture to commercial photography. Most colleges do have photojournalism majors if that's what you're looking to get into.

I hope that helps! Good Luck!
