She has had a legal divorce but her husband never gave her a certificate of divorce. I know the Bible says she is to have one. Is this divorce valid? I don't want to commit adultery.

The Bible was referring to entirely different circumstances where such a "certificate" from a husband would be all a woman could expect, and probably in a time and culture where he would have "put her away" for one reason or another, including her not being able to cook very well! Remember that today it would be the easiest thing in the world for a still legally married husband to give his wife an entirely spurious "certificate of divorce". If you "married" such a woman you would definitely be commiting adultery and therefore such a "certificate of divorce" is valueless as it cannot in itself prove that she is legally or morally able to marry anyone else.

I think you should make up your mind whether you accept that divorce is permissible at all. Either you do, and you respect the State's authority to grant divorces, (and remember the Bible says "the sword of judgement is in the hands of the government" and that you should submit to the law of the land) or you don't, and you simply look for a single woman to marry.
