I lived there seven years as a resident alien. I think, as the other writers have noted, applying to become an immigrant is a waste of time. There are very, very few immigrants in Japan who are not of Japanese descent (neisei, sansei, etc., from North and South America). They get a special visa.
Practially, you could marry a Japanese citizen and get a spouse visa. Or you could go on a tourist visa, get a job and a work visa, stay there and behave and apply for citizenship. It takes 6 or 7 years, I think.
I read about some guy, a teacher, who married a Japanese citizen and applied for JPN citizenship: JPN immigration came to his house, spoke with him in Japanese, looked in his refrigerator, talked to his neighbors, etc. It worked out for him.
It's tough. The Hawaiian sumo wrestlers (like Akebono) could do it but you really have to pay your dues.
I recommend it: it's a blast and the people are mostly righteous.

The quickest way is to marry a Japanese citizen. But you could just live and work there, and enjoy most of the benefits of being a citzen, other than voting rights. You even get free health and dental insurance if you are a legal resident! Whatever you plan to do, do come to Japan. The Japanese population is shrinking. We need all the people we can get!

Japan's immigration laws are very strict ... you will have to contact their Embassy and follow the instructions to the letter .... bear in mind that Americans are not exactly the most favored immigrants to Japan ...

Go there illegaly and experience what it's like to be rejected by everyone because you "broke the law." And listen to them say so while they're eating the food you worked your *** off for. Then ask for your citizenship and listen to all the "patriots" yelling at your face to go back to your own country.
