my husband does it and smiles like it was funny and I tell him, rather loudly, that he needs to say " excuse me" because there is nothing smart about acting stupid, and he says it, and looks like a little boy that was punished...

"men" without a qualifier of "some men" is a very broad statement.
farting is a naturally occuring bodily function. saying the words "excuse me" is a socially constructed function. while people may have to fart they are able to not to say "excuse me"
also, farting isn't about intelligent. see second point made in my statement.
as far as the big mystery about binary gender concepts and why there are differences between men and women, here, i'll list some sources you might find highly educational. thanks for posting your question. i was amused an enjoyed the opportunity to put in my two cents ^_~
