Could be scally face, simply get yourself some olive oil and put it on your parakeets face and feet. if that doesnt help you can get some stuff for it from any pet store, it will go away if treated right away, otherwise it could take her entire face and legs over killing her slowly.

Your bird could have a problem with beak overgrowth....does it have articles (specific perches made for beak and toenail work) made for grooming it's beak on? If you do not think that the growth is normal beak growth, call your vet in the morning and ask. They can give you the advice you need. Good luck!
