Try turning them on or plugging them in....why do you format the hard drive at all? Much less twice. If you are savvy enough to be doing that you should know what the problem with your speakers is. If you don't, then quit messing with stuff you know nothing about.

When you reformatted the computer you simply reinstalled windows. Each piece of hardware inside you computer could be made by a different manufacturer. In order for these parts to be able to talk to Micrsot Windows or any other program that wants to use you need a file called a driver. The name sort of explains what it does. The file allows the software to control (drive) your hardware. You need to find the drivers for your sound card. This is the piece of hardware inside your computer that the speakers plug into. Any speaker with the right size plug can work with your computer....you do not need drivers for the speakers. You can find drivers for you sound card by searching "(sound card type) drivers" in just about any search engine. If you don't know your sound card type, you can find this by looking at the card inside the computer or you might be able to find it in the computer documentation. Good luck.

When you reformat you wipe all your drivers. Audio drivers usually aren't reinstalled. Since you know what speakers you have just go to their website and check for the appropiate drivers. That should work

Reinstall the drivers. Then go to control panel and activate the speakers.
