I have a homework to answer some questions in economics, and I need them for tomorrow.

When will we make a decision to do something? Cost over benefit or vice versa?

This is a decision made by the Accountant or Board of Directors where the monetary cost of a project or purchase is weighed against the benefits projected from the Projects completion or the item purchased. You are weighing Dollars against improvements in operation of some function of the Organization.
I hope that this makes sense and is of value to you.

Benefits are more important for me if that's what you're asking. It's worth to make a big effort in order to accomplish something big.
