First, you need to try your hardest to stay calm. I know that's tough, because brothers and sisters fight. Ask him open ended questions- " Why are you blaming me? How is it MY fault? Who bumped into the chair? " then make sure you tell him how it makes YOU feel " It hurts when you hit me" or "It hurts my feelings when you blame me". Allow him to express his feelings.
And make sure to talk to your parents about his behavior.

Sounds like he is testing you. Are you his big brother or sister? If brother and you can take him then kick is butt. Thats how my brothers settled it. Grown now they are friends. Thats what big brothers are for. If you are a sister you need to tell your parents. He has no place at all hitting a girl...not as a kid nor an adult. m

It sucks... especially becuase your the one who has to deal with the behavior, but you are not in the position to stop it.
Your parents are the ones who need to stop him He wont listen to you, even if you did everything right. I would approach them and calmly have a discussion with them. Explain how the behavior is upseting you. Suggest a behavior program (they can be developed, there ar ereally good books about how to make one) to your parents.

Keep him occupied with video games. Tell him that if he behaves himself, you'll make him cookies, pizza or something he likes a lot. Maybe let him have a friend over and put a tent up for them??? (just a suggestion) But then that would be like babysitting 2 kids.
But usually if you give a kid something rewarding to work for, they will cooperate better.

You need to talk to your parents about his behavior. He is old enough to know you don't hit people, especially girls, when you are angry. Tell your parents exactly what he does and how he reacts. When he does it to you and your parents aren't around you need to calmly talk to him and tell him that hitting people isn't right and that he needs to calm himself down, maybe even send him to his room for a little while. Regardless, you need to tell your parents to talk to him or you aren't going to sit for him anymore.

Bring this to your parents attention.
Tell him that if he hits you again, you'll take away his favorite item. And if he hits you again, actually take away his toy and put it on top of a very high bookcase. Then tell him once he behaves better, you'll give it back to him.

your parents should have stopped this behavior before
this. the sooner a child is taught acceptable behavior
the easier it is for them to learn. if he is only doing
it when they are not around, then have a serious talk
with them about it. even if they have to sneak around
to prove you are telling the truth it is their responsibility
to put a stop to it.

Obviously your brother is not ready for babysitting...... ask your parents to stay at home with him more often and look after him themselves and teach him right behavior
