try to stay away from her, and encourage others to do the same.

Are you perfect? You know the answer to that. How do you treat her? She's going to treat you the way you treat her. Families aren't perfect either. Finally, she's 15 years old. I have 17, 18 year old basketball players who act like they're 6. She's suppose to be immature. There's no timetable on maturity. You need to understand why she does the things that she does. Judging her hasn't worked so far - and it's not going to.

You might want to talk to your parents or her parents about her behavior. At 15yrs old she shouldn't be doing that kinda stuff - does she have a learning disability? If all else fails then you can try to talk to her yourself, but be prepared that she might not listen to a word you say.

It sounds like you spend a lot of time with her.
Does she live in your house or something?
Anyway, I suggest you just get away from her, 'cause it sounds to me like telling her that what she does is... well, not normal (considering her age) is a not a good idea (she'll get upset and stuff).
