You can find out about and apply for grants and scholarships at http://www.fastweb.com .

You need (your son actually) to do it yourself, especially since for most scholalrship, an essay is required, among other things, and that needs to be done by the applicant.

Most colleges will require a non refundable deposit. That will be the only money that your son will lose if he accepts admission to Ithaca and then doesn't go as long as he withdraws before the first day of classes. You can also speak to the admissions councilor.

There is no service to apply for scholarships for him, but there are some like www.fastweb.com that will search for scholarships. He will still have to apply.

My daughter is a sophmore at Ithaca. When she applied early decision was binding. That means you must withdraw all other applications from other universities if accepted. You can apply early but not "early decision". That means you're interested but you want to keep options open. Also there counselors were very helpful in explaining the admissions process.

You need to apply for financial aid using FAFSA (fafsa.gov). Usually you have to apply for scholarships on your own but your college might give them to you for good grades and SAT scores and/or if you play sports and you may get a scholarship in the FAFSA.
