I'd say from your avatar that you are black and I assume your grandson is too. In very dark skinned people, decreased oxygen intake can show up as dark purple or black lips, oral cavity (includes tongue), fingertips, and nail beds. It could be a sign of cyanosis. Check elsewhere on his body as mentioned. Has he become more lethargic? If yes, then bring him into the ED. If there's been no change in his behavior then does any one else in his family have black lips?
You say he's on a "breathing machine". What is this?? Do you give him breathing treatments via mask, nebulizer and Pulmo-aid? Is he getting Proventil (albuterol), etc.? It's not the meds doing this. If there's been no change in his level of consciousness or in his behavior, then it's probably not cyanosis. I have seen blacks with black lips. Maybe they're simply acquiring their full pigment.

Does it rub off? Is it a stain or lack of oxygen. Do they turn blue before or after the treatment? Does he fight the treatment or allow it? It's really hard to say what this is cause by without more information. My biggest concern is that they are turning blue/black from lack of oxygen. This could be a sign of other more serious problems. But if in doubt, take him to his doctor or to the ER to be evaluated.

I am so sorry for you. You should be able to hold your grandbaby in your arms and shower your love on him! Having an extended family is so good for children, especially grandparents. If I were you, I would be looking day and night for cheap flights to Ontario. You don't have to take the whole family, just you or you and your husband could go. If you can't afford it, check bus lines. (I don't know if that is even an option) If you are active in a church perhaps you could speak to your Pastor, maybe your church community could help you out with paying for a trip. Depends on what his medication is....If you are concerned about his lips turning black...take him to the doctor. If his finger tips are also turning colors there is a significant problem with him getting enough oxygen. Call the doctor, take him to the emergency room ASAP
