As a server wouldn't you agree that the biggest pet peeve would be when you go to the table and ask "Can I get you something to drink?" and the patron says "no thanks, I'll just have water!!!" Ummm isn't water a drink or am I missing something!!

it's worse when they say they are ready to order and then chew their lip for two minutes "yeah i'll have the ummm....the ummm.no wait, the....." and you have to stand there and smile politely while fantasizing about strangling them

Folks answer that way because they don't want to be charged for overpriced drinks, so they request water which is free at most places.'

when you ask that most people think the water comes anyway so its
they don't want anything else to drink
