Call humane societies to ask for help. The police may also help too.
If you're a juevenile, please have your parents, preferably your dad, help you!

Usually the police, but remember..it is very hard to get an animal removed. If the police find a problem they will give the owner a chance to correct the problem. Sometimes they never come back and check. Not all communities have the Animal Police like you see on TV. Most of the time, there is little that can be done unless the owner is willing to sign the pet over.
