I would guess it's probably hot spots. Short term relief can be found in over the counter hot spot formulas (can be bought at Wal-Mart, or sometimes even grocery stores) Try putting your pooch on a higher quality dog food and bathing him/her more often. Also, do not compound the problem by scratching that area, or anywhere in that area.

Change Vet. Your dog has allergies. Use a shampoo that will sooth his skin. Omega 3 is good for skin. Sometimes Benedryl will help, consult vet on amount of dosage for size of dog. Another possibility is that he could have fleas. Frontline Plus can remedy this problem. For other options, check with your new veterinarian

Have you tried switching foods? Sometimes the food will cause allergies that will cause itchy skin. Depends on the breed and the food, however. Retrievers are more prone to food allergies, for example.
Good luck!
