Communicate they way you always do verbally and give the person a large pad and pencil or crayon to write the answer. If the person can't speak, try not to converse with a bunch of questions unless they require simple yes or no answers.

writing is the obvious answer unless they can't read or write .
Blinking of there eyes 1 yes 2 no .finger raising 1 yes 2 no .

Try writing. There are various boards designed to allow speechless people to communicate.
