I work for passports and process them. they are $67 and for expidite service, its $127. go to your post office, have 2 2X2 pictures done of you with a wghite background (you can get them dome in your grocery store or drug store or u can just do it) along with your birth certificate. DONT do it online. You may NEVER get it at all. Just take the time out to go to your post office. Ive never heard of anyone getting it done online.

A valid passport can only be issued by the US Passport Office.

There may be website that act as intermediaries for you with that office, but why risk losing the money or being subject to identity theft? The Post Office is not going to steal and copy your birth certificate or your other identification and sell them to someone else.

Is that risk worth saving $20?

If it's a US passport you mean, you must apply for your first one in person. There is no way around that requirement. It's not a difficult process and, as others have already said, it's not worth trying to save a few bucks and ending up ripped off.
