It depends, if you've only met him for like a couple of days, wait a while. If it's been longer, then go for it, girl! It has worked for me on several ocsassions!

no way girlie let him make the move he would if he likes u. But u talk to him and if u too keep the conversation going then your good and great and he likes u. Hey maybe u could even be boyfriend and girlfriend. Maybe even u might get a little peck on the check.

all his signs looks like he likes you. you can wait a little longer to see if he makes the move. if not and if you think you feel interested about him than make your move. wait for the right moment. don't tell anything or make any stupid gesture that may make him think that you are desperate.

be bold but yopu dont have to be too bold. Just touch his arm lightly and ask how he is doing in a soft voice and look into his eyes with maybe a slight smile.
