All Gods are One God. According to most Hindu theology the man juggling on the street has god with him and is intricately connected to the One God. If however the street juggler was the avatar of God , i.e. Shiva, Krishna, Ram, Jesus, who ever else you believe in, then you might say yes, from a Hindu perspective.
In essence it really just depends on the street juggler. Either he/she is no more less God than you or I, or by happenstance it is the incarnation of the Greater Divine.
