You may contact the telecom service provider of the number you have. But you have to give them cogent reasoning as to why you need that number. They are not legally bound to give their customers address to anybody. But on the other hand they are not restricted by the the law to not to disclose the information of their customer to someone else.

If you have the telephone number, type in: 'reverse lookup' and you'll get a page where you put the number, and normally unless it's an unlisted number, you will get the name and address, but I don't know if there is anywhere you can cross an email address to this person.
