In 1938 the Germans finalised their Z-Plan which would expand their navy to a total of 800 ships, including 10 battleships and battle cruisers, 4 aircraft carriers, 15 armoursed vessels, 5 heavy cruisers, 44 light cruisers, 158 destroyers, 249 u-boats and assorted smaller craft.

Im afraid I dont know how this works out in tonnage, but I cant believe Germanys 800 ships would ever outweight the RNs 3317 vessels.

Far and away the Royal Navy. After WW1 the German navy was surenendered. Then due to arms treaties they had only a small Navy. When Hitler gained power he started a major shipbuilding program to build a fleet to rival Britain. The problem was, it wouldn't be ready until 1946. Hitler jumped the gun, and the rest is history.

Not counting the US, Britain had a larger Navy than Germany.

The British by a margin of three or four to one. By the end of the war the US fleet was the largest.

Britain by a large margin, Germany only had two battleships, a handful of cruisers, heavy cruisers, and destroyers, and zero Aircraft Carriers were launched (one was built, but never launched).

prolly Britian; Britian had one of the world's largest navy during WWII and before historically. Germany was more air-based and artillery heavy.
